Buffy has her own special brand of wisdom, although she seems to be unaware of that herself. She wouldn't have let the Scoobies arrange the tour, but after going through that crazy week, why not take advantage of the fact that it happened?
It was keswindhover and revdorothyl who came up with the idea about the stakes. I highly recommend chatting with those two when you're trying to flesh out a plot bunny. They have such crazy ideas, they inspire me to have some of my own.
